NewsSuccession Questions Grow as Governor Remains out of View
A year after the Governor's last confirmed public appearance, the DPI says he continues to govern; rivalry between his eldest sons is openly discussed.
TALAS — A year has passed since Governor Erlan Toktarov's last confirmed public appearance in early July 2024. The DPI says he remains on an extended health retreat and continues to govern, and decrees and recorded addresses are still issued in his name. Lieutenant Governor Aidar Maksat manages day-to-day administration and, the DPI says, will sign for the ISEZ when the Naryn release schedule is renewed in 2027.
Opposition outlets and independent technology monitors allege signs of digital synthesis in the Governor's recent broadcasts. Officials dismiss the claims as foreign-sponsored disinformation. Press-freedom groups have expressed concern that the label is being used to discourage reporting on the Governor's absence. In a March survey by the Talas State University Institute of Sociology, 58 percent of ISEZ respondents said official information about the Governor's health was insufficient.
Ruslan Toktarov, who commands the Gendarmerie, and Alikhan Toktarov, who chairs IradOne, have both appeared in public far more often since mid-2024, and the friction between them over the succession is publicly evident. Analysts say February's anti-American protests made Alikhan's Western-leaning image a liability. Tabloids in Talas have reported family tensions over access to the Boz-Korgon estate; these reports are unverified, and the family has not commented. The DPI has named no successor, and the next election is due in November 2027.
