Development group names fourth general manager since 2016

The Talas Commercial Development Group, owner of Tulpar Talas and the Silk Road Financial Tower, has a new chief executive. Former staff describe a demanding owner.

The Talas Commercial Development Group, the property company of Adil Toktarov, has appointed its fourth general manager in six years. The group said on Tuesday that the post would be taken by a civil engineer who has run its construction division since 2019, in place of a manager who joined from a Kazakh developer in 2020.

The group owns the Silk Road Arena and the football club Tulpar Talas, which it bought in 2011, and built the Silk Road Financial Tower, whose tenants include the Irad Foreign Trade Escrow Authority. It does not publish accounts. Its previous general managers left in 2016, 2018 and 2020.

Three former employees, who asked not to be named, described Mr. Toktarov as a demanding and short-tempered chief who takes many decisions himself. "Every general manager is told he will run the company," one said. "Then he finds out who runs it."

A spokesman for the group called the changes "normal turnover in a growing business" and said the new manager had "the full confidence of the owner".
